Unnoticed until now, a draft solicitation for bids issued by U.S. Citizenship and Immigration Services (USCIS) Oct. 6 says potential vendors must be capable of handling a “surge†scenario of 9 million id cards in one year “to support possible future immigration reform initiative requirements.â€

Despite no official action from the president ahead of the election, the Obama administration has quietly begun preparing to issue millions of work authorization permits, suggesting the implementation of a large-scale executive amnesty may have already begun.
Unnoticed until now, a draft solicitation for bids issued by U.S. Citizenship and Immigration Services (USCIS) Oct. 6 says potential vendors must be capable of handling a “surge†scenario of 9 million id cards in one year “to support possible future immigration reform initiative requirements.â€
The request for proposals says the agency will need a minimum of four million cards per year. In the “surge,†scenario in 2016, the agency would need an additional five million cards – more than double the baseline annual amount for a total of 9 million.
“The guaranteed minimum for each ordering period is 4,000,000 cards. The estimated maximum for the entire contract is 34,000,000 cards,†the document says.
The agency is buying the materials need to construct both Permanent Residency Cards (PRC), commonly known as green cards, as well as Employment Authorization Documentation (EAD) cards which have been used to implement President Obama's “Deferred Action for Childhood Arrivals†(DACA) program. The RFP does not specify how many of each type of card would be issued.

He's going to try to do it. There's always a 'wild card,' though, so maybe vulnerable members (in 2016) of his own party will say, 'Stop this shit!' (Hey, one can hope.)

One presidents EO can be rescinded by the next. I'd love to have a conservative president use all the information from those ID used to hunt down the illegals and deport their asses.
Too bad that is unlikely to happen.

Well, not to defend the current administration. But in this case, it sounds like this was commissioned down to a lower level staffer at the GSA, who had to solicit bids in a what/if scenario. Happens all the time, maybe not at the level of having a contingency of 4 million items in stock. I'm just thinking and of course hoping that this is rather innocuous.

Really? With all the talk that Obama saying he was going to act unilaterally on immigration? First he said he was going to do it before the election, but internal polling said it would hurt democrats to do that. Now he has said he will do it in mid to late November.

Like I said, what I posted is my hope. After the elections, who the hell knows? The administration will be complete lame ducks then.

If Obama loses the senate and the house stays republican, then all bets are off on how Obama will try and damage the nation through Executive Orders and agency regulations. Fortunately, most of those could be reversed in 2017 if the Dems don't steal that election.
