No option for going in full force and re-establishing our presence there (like we did in, say, Germany and Japan).

The "hawks" were 100% correct -- we left, a vacuum resulted, and ISIS/L filled it.  Arming people who hate us only a little less than they hate ISIS/L is NOT a path to anything but more trouble.
