This is the perfect example of the halloween costume party that policing in America has become.
What in the living hell is chuckles dressed up as here?
He's wearing desert camouflage pants on the streets of a St. Louis suburb (presumably to blend in with the asphalt, fire hydrants, light poles, parked cars, and post office boxes); That is actually MARPAT, or Marine Pattern Cammies. NOT in desert pattern, btw. Silly to wear in an urban envio? Maybe. comfortable? Yes. Personally I'd rather see the police in police blue as I think the cammo SWAT guys look silly--- but that's my opinion.
He has a combat helmet on (as if someone, anyone, is going to be firing mortar rounds at him); people had been throwing rocks, paving stones, full bottles of water, Molotov cocktails...and last night someone took a shot at the police... it is a ballistic helmet to protect the head.
He has super-cool, high-lace tan boots as if he's going to be wading into quicksand or a jungle stream (for christ's sake, a pair of ******* sneakers would be infinitely more logical); the difference between regular police boots and these? The color. OOOOooo.... scary tan boots...
He has those mean-ass looking black gloves (because you never know when desert sand-storms, rain-forest downpours, snakes or scorpions are going to interfere with your trigger finger); I wear gloves all the time. It protects my hands from harm. Mine are lined with kevlar because you never know when he scumbag is going to have a needle in their pocket when you have to do a patdown.
He has the affected, squinty-eyed demeanor of Clint Eastwood in a 60's western; Um... the sun is in his eyes, ****wad. If he had shades on you'd bitch at that.
And he has a sniper rifle and scope on a tripod (because, I guess, you never know when might have to pick off Uncle Bob and Aunt Judy in the next block over for jay-walking). Steady aim and sniper oversight of the area. Standard tactics for police in a mob situation. You'd rather he spray bullets around the crowd uncontrolled?
You have to figure it took this guy the better part of two hours to put on this dumb-ass costume (which, of course, included the half-hour in front of the mirror striking poses and muttering "yippee-kai-yay mother-****er"). If it takes you two hours to get dressed you might be a DUmpmonkie.
Just put on a Captain America costume and be done with it
So many people bitch about the militarization of the police in this country. Look at what we are now dealing with! In this Missouri town open rioting over the death of an 18 year old thug who assaulted police after robbing a store. The officer had to go into hiding. Why? Because the guy was black and now the leftists and criminals are using it to push their agenda and rob loot and steal anything they can.
THAT is what police have to deal with every day.

Maybe because in Missouri it isn't about government overstepping onto peoples rights and trying to force them off their land, but rioting and looting by people PROTESTING the death of a thug who assaulted a police officer after robbing a store...

He is highly visible on top of that truck that is usually parked within eyesight of protestors. The dumbest possible place for a true sniper.
Such a tactic serves no purpose other than to terrorize the "enemy" into complying, plain and simple.

I was in the Army and never believed that the U.S. Army could be used to oppress American citizens on American soil. At least not the guys I served with. But local police? Oh yeah.
It seems that municipalities across the country have allowed their police departments to embrace some sort of Para-military style of policing and if I know cops they would like nothing better than to be "let off the leash" so to speak and be free to crack a few heads playing with all of their shiny new toys.
And now that they have these toys you KNOW they aren't just going to give them back just because of a little public outrage.

Kevlar cloth that isn't embedded in an epoxy or other matrix won't do much to a needle but wipe it off as it goes through, y'know. They don't use anything all that super-unusual to cut it out and sew it together. Not to be a Debbie Downer, but I wouldn't want you to be under any illusions about what it can or can't do.

For lurking DUmmies, regarding the "militarization of the police": Law enforcements agencies have used military (or military-grade) weapons, equipment, and technology since the beginning of modern policing - because military gear works.
1863: The New York City Police Dept used military weapons from the State Militia armory to fight rioters during the Draft Riots.
1911: Texas Rangers purchased and carried Colt M1911 .45 pistols.
1928: Texas Ranger Cpt. Hardy Purvis carried a Navy Model of 1921 Thompson submachine gun in the performance of his duties. The weapon is on display at the Texas Ranger Hall of Fame and Museum in Waco.
1934: Law enforcement agencies throughout the Midwest and Texas used Springfield M1903 rifles, Thompsons, BARs, and Colt Monitor Machine Rifles to fight crime. Agencies purchased or signed out those weapons from National Guard armories.
1945: The US Government provided surplus M1 Carbines to law enforcement agencies at no cost.
1965: Responding to the Watts riots, LAPD and LASD officers wore combat helmets and carried M1 carbines.
1985: My sheriff's department owned four M1 Carbines and one Thompson, and had a Korean War-era Army ambulance converted to a rescue truck. The truck was equipped with a Stokes basket stretcher and four canvas litters. I carried an M1911 .45 on my hip; a Remington riot gun and an AR-15 in my patrol truck; and kept my ammunition in an Army surplus ammo can.
Even more scary (for DUmmies, anyway)- newspapers used to have their own arsenals.
1863: The New York Times used its Gatling Gun to repel draft rioters from looting the Times offices.
1935: The Chicago Tribune owned 12 Thompson submachine guns.

I noticed you mentioned the draft riots of the 1860's in NY.
From what I can remember of the Civil War schooling, up here men and boys were given a sign up bonus to keep their family's going while they were away.
Males actually shopped the Northern States to join up with the State that had the largest bonus.
When the war got too close to NY and the cannons could be heard from miles away, the carnage of war took over and few would sign up at any price.
So the draft came in and there was no bonus for the drafted.
Interesting time in American History, something not today taught to the children of former slaves the number of white blood was spilled for the benefit of their ancestors and for them to be free today.

One of the most powerful factors a sniper has is his effect on the 'enemy' if they know he is present. It will change how the enemy operates.
As to his uniform, I agree with JohnnyReb. He is kitted out for riot control. As for his stand being unwieldy, being on glass in one spot for a while makes a tripod a necessity. It is not attached to the weapon, so he can pull it off the rest at any time and go to bipod.
His ability to identify ringleaders of the mob and just make them act on their best behavior is important and should not be underestimated.
I have no issues with police doing this on top of an armored vehicle. Now if they had an M134 7.62mm Gatling mounted up there, I would have issues. Until that day DUche, shut up about things you people have no comprehension of.
