Military device used on Detroit protest against #WaterShutoffs

A LRAD (Long Range Acoustic Device) was used to disperse a rally at Hart Plaza in downtown Detroit on Friday, July 18, 2014 at 2:43pm. There has been previous use of an LRAD in Detroit on May 1, 2012 when Occupy Detroit gathered on the public sidewalk outside Grand Circus Park after park closing hours of 10pm.
I can't help wondering if all of these inhumane actions are just ways of making people leave their homes, to get their property, sell it and miraculously resurrect Detroit? And the other 11 Michigan cities under the imposed Emergency Management Law?

6. "Less-than-lethal" weapons = greater excuse to use them. The flip-side of all of these military / police toys designed to control, rather than kill is ... they are designed to CONTROL.

I guess they would rather have water cannons, dogs, rubber bullets, or actual firepower used against them.
I would, after all, it's STILL Detroit...Greedy libs. They have so much water in Detroit they're turning it off. They should be turning it on and sharing it with the granola state.
