I wonder who pushed for this to happen.  I can see the schools having to make up for days lost to weather, we did when I was in school.  However, the first days to go were the extra days around Easter, our so-called spring break.  If more days were required, then we went to school later into June.  Holidays were off limits.

Maybe the teachers didn't want to give up their summer break ?

Probably. When I was in public school, (in Texas), that was usually how it went. Most of the time, we stayed extra days in late May/ early Jun, but not holidays. I guess people didn't want their vacation plans ruined by the extra days.
