In the movie, they're just dancing in that scene. It sounded to me like a joke, something like, "There aren't any women to dance with, but you're not bad for a jailbird."

No Gina, from what I understand of prison is a school for the older prisoners to teach the young
one how to survive on the streets and not make the mistakes they did, how to do their dirty deeds and not get caught as they had.
