Of course. But the current game plan of this administration is to make as many people dependent on government as possible to insure Democrat votes.
Then demonize the rich and persecute your political enemies.

The poor should be taxed. They would have an incentive to stop being poor. It seems incongruous they have plenty of money for tats, piercings, bling, alcohol, tobacco, drugs, and cellphones.
