The least amount of government possible should be involved in helping U.S. poverty. The basis of capitalism and free markets is contradicted by too much welfare and handouts.

Of course.  But the current game plan of this administration is to make as many people dependent on government as possible to insure Democrat votes.

Then demonize the rich and persecute your political enemies.

The poor should be taxed. They would have an incentive to stop being poor. It seems incongruous they have plenty of money for tats, piercings, bling, alcohol, tobacco, drugs, and cellphones.
