Over the last 30 years, it seems like it has gotten a little tougher for kids to start that most Norman Rockwell of ventures, the lemonade stand.

Back in the 1980s and 1990s there were a few instances of local governments shutting kids' stands down for various reasons, although officials typically bowed to public pressure and allowed them to reopen.

In 1983, 6-year-old Ali Thorn's lemonade stand in Belleair, Fla., was closed down after police received an anonymous complaint that her sign did not comply with city ordinances, but was quickly allowed to reopen.

Making children dependent on the government.

That is your modern local Governments for ya. All they do nowadays is come up with and pass new local regulations. Not even kids are safe from them. Recently there was big fuss over electronic signs where I live. It is like people expect a business to succeed without making themselves noticeable.

Teaching children to give up trying to be self reliant.

But I, being poor, have only my dreams;
I have spread my dreams under your feet;
Tread softly because you tread on my dreams.

W.B. Yeats (1865–1939)

You cannot TEACH a child to "give up being self reliant."  One must CRUSH their spirit so that they either:
1.  give up dreaming, and become a pacified blob of clay, easily molded by society, OR
2.  become so fanatical about their dreams that they develop behaviors that are antithetical to submission to God.

Either way, Satan wins.
