Well, it does have a lot of meanings. I went with the colloquial expression.
The phrase "cold enough to freeze the balls off a brass monkey" is a colloquial expression used by some English speakers.

This shit is too cold for me. I left the house this morning and it was in the mid-30s. I was fine. When I left work at 5pm, it was 20 degrees. I stopped to fill up for gas and felt like I was being smacked around by Mike Tyson.
I remembered to dig my scarf out of the closet when I got home. Never underestimate a good scarf.

It's 40 here right now, but after looking at the radar map, a huge pink mass is bearing down on us. It appears that I could throw a rock and hit it from here. I assume the temp is about to drop or it's freezing rain that will just be rain by the time it hits the ground.

Dave Dedrick, KELO TV weatherman, used to put out "brass monkey" alerts in his broadcasts in Rapid City. I heard what I think was his first one in Jan. 2009 broke up the whole crew!
Two days ago it was over 50 here. Today only 16. I love this place!

The brass monkey was a device that held a stack of cannon balls on the ships of old. In extreme cold weather, the brass would shrink(contract) enough that the stack of cannon balls would fall off....thus the phrase "Cold enough to freeze the balls off a brass monkey".

At 4AM while walking the dogs it was 1 degree. No wind, which is a helluva lot more comfortable than it was yesterday when it was 9 degrees with a 25 mph wind out of the north.

One day a couple weeks ago (I've lost track of time in this all-white world), our town had the dubious honor of being the coldest in the lower 48. It was something like 35 below.
This January has been absolutely brutal, complete with an ice storm, and a giant snowstorm (five feet). It's been snowing and blowing all day.
