What kind of bank would do this? Though not many people probably have 5,000 British sterling pounds to begin with. The article also mentions Citibank doing this practice as well.

I am wondering if it has to do with terrorism(Buying and selling of firearms) or preventing internet scams
(large amounts of money leaving the country for nefarious reasons)
or as one of the commenters said, that the bank is bankrupt, and keeping the money within the walls will keep it solvent.
As someone who has worked in the banking industry for 13 years, I found the article interesting....

Oh my. If a bank tried to tell me that I couldn't withdraw my own money they would see just what sort of temper a redhead can show.

Proof of withdrawal for an Obama voter....no need for an abortion.

Last Fall, something like this happened here with Chase Bank. They limited certain accounts from making more than $50k in transactions in a statement cycle. (I assumed that meant in a month's period).
I think it had something to do with electronic transfers of both deposits and withdrawals. I can't imagine a business being able to operate under those conditions.

Give me a break, back 15 or so years ago we needed to withdraw a good sum from our 401k plan to make improvements to our home.
We had the checks on hand and went to our bank and wanted to get a separate account for the checks so we could keep track of the money spent just for the improvements.
What a time we had to get a separate checking account. We needed an interview with a bank officer to tell them why we wanted another checking account. Left me feeling like I had been accused of something.
Banks are to store money in and not to have to explain anything to anyone.
Drove me nuts when my Mom ran into a big boondoggle with her bank. She received out of the blue a huge flower arrangement from her bank.
What was explained to her at 90 years old was some records were missing from the safety boxes and the bank had to break into them to find who rented them.
I went a bit nuts and told her this was not allowed. People that have a box have to be informed by mail or what ever of problems and it takes a court order to open any box.
She however was so pleased at the flowers sent, a why make trouble because all in the box was there.
ARGUUUU, I often think of taking cash and anything of value and burying it in mason jars under the flower bed.
Have to remember Ann Frank and had her diary not been hidden in the yard under a tree or so, we would never of heard from her.

It was left scattered about in the room she had been staying in. One of the women that had been helping to hide them gathered it up and saved it, giving it to her father when he returned.

They backed down on it, with us anyway. We do much of our business overseas and by electronic transfer. When I called to inform them we would be closing our account, they backtracked their BS.

Just goes to show how story's are altered as time goes by.
Now I was wanting to see some information on this child when I visited the Holocaust Museum in DC. If there was any I never saw it due to my tears and darn near passing out from what I did see. Hubby had to drag me out and I just collapsed like a bag of potatoes on the side walk and the saying NEVER AGAIN ringing in my ears.
Few in life come across true evil, difficult to wrap ones mind around the fact that Monsters do exist in real time not just in the books or movies.
Then the thought that all humans can be in some way, some how justify their atrocious actions and that leads to introspection of the worse kind. Would I put my family and children at risk of death to help a stranger ??
So the Story I was told was much different from yours. I was led to believe the intire family and the members of the home that hid them were all caught and sent to the death camps. Seems the Nazi storm troopers were harder on those Christians that hid the Jews then the Jews themselves. Or perhaps not, better to be shot dead in the street then to board those rail cars.
I hate to say it but something is odd about the whole story, Ann did exist, records of her internment are there in the documents, but did she actually die in the camps ? I can't help but remember the tattoo's on the wrists of people who had children a few years older then myself, they had to have been born in the camps so how did their parents get out with a baby 2 or 3 years before the end of the war ?????
Silly me, I question all things, seldom get to the truth, but, it does no harm to think outside the box.
