Rep. Paul Ryan, R-Wisc., and Sen. Patty Murray, D-Wash., the top lawmakers on budgetary issues in their respective chambers announced a fiscal framework that would help eliminate the constant threat of a government shutdown under which lawmakers have worked for the better part of the last three years.
The announcement follows a day full of fine-tuning the details of the agreement, which covers the next two fiscal years and set a top-line budget number for each year. The House, where conservatives could upend the agreement if they refuse to vote for it, was slated to act first this week on the legislation.
The framework would set spending levels above the $967 billion cap established by the sequester; the budget for 2014 would be set at $1.012 trillion, and the budget for 2015 would be $1.014 trillion. Appropriators will be charged with detailing the particular spending within those limits.

It's a continuing resolution. Ever since owebuma took over there has been no budget. Lib/dem/socialists are not responsible enough to pass a budget. Let alone a balanced budget. Now our deficits and debt have left us in a position where even a balanced budget doesn't do much good. Now what we really need is many surplus budgets with the surplus going to pay off our debt.

Understand that the particulars of any deal may or may not be viewed positively nor a deal in itself if one feels it compromises principles.
Some may feel it politically expedient despite such especially given the wake up call an actually implemented Ocare has turned out to be.
Lets try to keep discussions pertinent to the actual topic at hand.

You know, this isnt the greatest deal ever but frankly im glad we got it. I know it increases spending but right now we really need to think Big Picture.
The absolute last thing we want to do now is give any ammo to Democrats in any way. It wouldnt put it past me that if they didnt get this deal they would torpedo the entire thing to try to force another shutdown and hope to God people side with them so they can regain some footing after the Obamnacare debacle.
I know that isnt going to be very popular among conservatives but I guess ide rather spend a few billion more to give us the best chance possible to take the Senate next year. I weigh stopping Obama from packing the courts with libtards more than that increase. Plus, were still below Sequester levels which is a small victory in itself. How many times has Congress simply ignored their previous "limits" to increase spending? I was expecting Boehner to cave on those levels during the shutdown and figured we would be back to "SPEND SPEND SPEND!" already.

The way I see it we are pretty screwed anyway, so this really doesn't matter. Things won't get any better until we can get the dems out and some republicans in with the desire to actually do something about this whole mess.

It doesn't matter a damn what the retards in Congress put in the damned bill because the ReichMessiah has no intention of being constrained by anything: act of Congress and constitutional mandate alike. Hell, The Holy WON of ShitCago can't even be constrained to follow the text of his own signature piece of legislation (that's Obama(don't)Care, lurking DUmbasses) what the hell makes you think Dear Leader will let a retarded assclown like Paul Ryan tell him what he can and can't do?

I want you to ask yourself one thing, did we learn anything during the government shutdown?
First and foremost did we learn that maybe the government could do without "unessential personnel" the same personnel that showed up to do stupid unessential things?
Have we not learned that the government makes things hurt that It doesn't need to hurt, do they not go out of their way to make things hurt?
The government is making everything illegal, do you know what happens then? Does the government even take the same time to follow the same laws they pass?
Rule by fiat, regulation, should I say thank God we only lost 13 billion to GM, how many billions have been lost to the EPA?

I share your sentiments. Anyone that thinks this is a good deal must enjoy getting the shaft. The GOP will cave cause all the clowns in DC want to get re-elected and Obama will tell them how the cow ate the cabbage. So, what does it matter what Ryan and Murray come up with. This will be political theater with Bonehead getting his dumb face on TV while holding a COFFEE MUG. Shame we can not throw every one of these bums out.

The best that can be said about the House-Senate budget deal announced late Tuesday is that it includes no tax increases, no new incentives for not working, and some modest entitlement reforms. Oh, and it will avoid another shutdown fiasco, assuming enough Republicans refuse to attempt suicide a second time.
The worst part of the two-year deal is that it breaks the 2011 Budget Control Act's discretionary spending caps for fiscal years 2014 and 2015. The deal breaks the caps by some $63 billion over the two years and then re-establishes the caps starting in 2016 where they are in current law at $1.016 trillion. Half of the increase will go to defense and half to the domestic accounts prized by Democrats.
Breaking the caps is a victory for Senate Democrats and House Republican Appropriators like Oklahoma's Tom Cole, who will get more money to spend and will dodge another continuing resolution that doesn't allow them to set spending priorities. It would be nice to think they'll spend the money on such useful purposes as cancer or Alzheimer's research at the National Institutes of Health. But they will also get to dole out pork. The deal means overall federal spending will not decline in 2014 as it has the last two years.
To offset the extra spending without adding to the deficit over 10 years, the deal includes about an $85 billion grab bag of new fees, some amusingly revealing program changes, and modest entitlement reforms. The fees add up to about $26 billion over 10 years, and they are all charges for government services that were proposed in chief GOP negotiator Paul Ryan's previous House budget resolutions.
Fees for services aren't tax increases on income or sales. But that doesn't mean they won't be felt by average Americans, notably in a higher levy for the high honor of being patted down by the Transportation Security Administration. The feds currently charge $2.50 on nonstop flights, and $5 for flights with a connection, and the deal will establish a simple $5.60 fee for all one-way trips regardless of the number of connections. The fees will be passed along to passengers in higher ticket costs.
The various program changes are revealing because they include the kind of granular inspection that even a modestly competent government would already be doing. Who knew there wasn't a cap on how much federal contractors could bill for personal compensation? This deal caps it at $487,000.
And did you know that the feds keep a Death Master File of dead Americans and their Social Security numbers but don't restrict access to it to prevent fraud? This deal will do it. The changes show how false it is for President Obama to claim that somehow the sequester and budget caps have cut the government to the bone. The truth is that it has finally forced some long overdue scouring for waste.
Perhaps the best conceptual precedent is that the deal trades discretionary spending increases for entitlement reforms, albeit small. Heretofore the Democrats have insisted on tax increases to offset any entitlement changes. The changes are modest because Democrats refuse to budge on Medicaid, Medicare and Social Security that are the biggest drivers of future liabilities. Americans are going to have to elect a GOP Senate in 2014 and a new President if they want to solve those problems.
But Mr. Ryan was able to negotiate a significant change to the pensions of federal government workers and the military. This will save $12 billion over 10 years, $6 billion each from civilians and the military, and much more over time. These savings are genuine because they result from a change in law that won't expire, not a promise of future changes that everyone knows will never happen.
It's hard to believe, but federal employees currently receive both a pension and a 401(k)-style plan with a taxpayer matching contribution. Most Americans in the private economy get one or the other if they get anything at all. Federal workers also contribute a mere 0.8% of their annual pay to their pension, which is unheard of even in major corporations. The deal increases that by 1.3-percentage points for new federal hires.

Military retirees under age 62 will see their cost-of-living increases reduced to the annual increase in the consumer price index minus 1%. The military brass requested this as a way to help them adjust to the decline in overall military spending. As many experts have written on these pages, the military's exploding pension and health-care costs need to be restrained to be able to keep a trained and well-equipped active force.

Working for Congress is like walking around with your naked ass in the air with a tube of KY just looking for a raping, so I no longer consider myself fixed to Congress in any way. They could take ALL of my retirement and I wouldn't blink an eye -- in fact, it wouldn't surprise me if they do take it at some point down the road.
