ATF is really good at losing things. In 2010, they lost 2500 guns (AK-47s, .50 cal rifles) in Mexico and 1400 of them are still missing. Those guns are regularly being used to kill people. Earlier this year, ATF lost a machine gun on the streets of Milwaukee. Yes, a machine gun.  And now, ATF has lost 420 million cigarettes.

Man if we could just recover a % of what this administration has lost it would improve the economy quite a bit.
I don't remember hearing about so many losses from so many different departments of government in any other administration.
Even Carter seemed to have kept better track of things than the incompetent oaf that holds the head office now.

Maybe they are trying to trade them for all the guns they lost in Mexico.

You should read about all the weapons we lost in Benghazi.

According to State Department and military sources, dozens of highly armored vehicles called GMV's, provided by the United States, are now missing. The vehicles feature GPS navigation as well as various sets of weapon mounts and can be outfitted with smoke-grenade launchers. U.S. Special Forces undergo significant training to operate these vehicles. Fox News is told the vehicles provided to the Libyans are now gone.

Along with the GMV's, hundreds of weapons are now missing, including roughly 100 Glock pistols and more than 100 M4 rifles. More disturbing, according to the sources, is that it seems almost every set of night-vision goggles has also been taken. This is advanced technology that gives very few war fighters an advantage on the battlefield.

Not to mention the global dignity and respect this administration lost as soon as they took office.  I don't know that we'll ever find that again.

If the ATF can lose track of 420 million cigarettes. Think about the government losing patient health information under Obamacare.

I'm more concerned about the deal Obama will make with Iran.  If we thought Carter screwed that up....oh man look out.
