Title: Executive Order 8985

I read up on this, and I didn't see any wording that put an "end time" on this order.  Does anyone know if it's still technically in play?

Nevermind.  Executive Order 9631 ended it.

Sounds really good in theory. Especially the wartime provisions. I guess this was to muzzle the blabbermouths in the press during the war?

Exactly.  The whole Midway thing about how we cracked the Japanese code, and used it against them to find out what their next target was, was actually released by a Chicago newspaper.  Roosevelt wanted to have the editor tried for treason, but didn't because he didn't want to draw attention to the story since it seems the Japanese had missed it.  Afterwards he enacted this order to establish the censorship department.
