Plant owner charged with negligence.

Well actually, nutcase, the company that owns the plant has been sued by a local resident and four insurance companies.
It hasn't been "charged" with any crime at this point. A journalist would have known that.

7. Owner sued by someone in the community.
Owner might try to shift blame, but would have to prove it; at the moment, on the surface, owner's responsible. Have to see Complaint.

I just recognized that line used in "Babylon 5" by the Vorlon ambassador, Kosh, at the beginning of the Shadow War.
