GWB gave dead Ted carte blanc with that POS!  It's Teddy's bill, lock, stock, and barrel, and if it "lacked any funding", consult the House.  They wrote the check.

But I guess in a DUmmie's world, a 50% increase in the DOE's budget in 8 years is being "not fully funded".   :thatsright:

My guess would be on the drunken bastard from Massachusetts with a prominent last name, who was too drunk to fish, but not too drunk to swim.

His last name (and famous brother) was the ONLY reason this waste of space was in the Senate, and not the pen.

Those damn republithugs took the Dunkin' Drunkard's wonderful bill and made it a terrible law by not fueling it with more and more and more misdirected money.

They remind of me of that asshat Jim Carrey in DUmb and DUmber when he sees the newspaper clip from 1969 about the moon landing, then he runs through the hotel yelling "We landed on the moon".
