I'd say - hesitantly - no.

International law - such as that is - provides a mechanism whereby a person, corporation, or legal entity can sue a another legal entity of a different nationality.

Of course, if you're the plaintiff and you need to sue somebody to claim damages in an international court, good luck with that. You'll probably be dead and buried by the time the "court" rules.  :whatever:

If they are in the US legally and something happens to them that is caused by an American Citizen, yes they should be allowed to file suit in accordance with American law in an American court.

I'd say no . It would be to easy for some tourist to claim they were harmed by some gun maker when some Hoodrat shot them during a robbery and since the Hoodrat got away them the gun makers get hit with a suit and I don't think the law here in the US would apply to a foreign person. Then again I maybe wrong.

George H. W. Bush signed into law the Alien Tort Statute, which allows US and foreign citizens to sue in case of torture or extra-judicial killings in a US Court.
