For such smart people they never seem to have a clue how it is supposed to work.

I'm also amused how they used to beg for the filibuster when the repukes were in charge, yet now the filibuster is some evil procedure that needs to end.

Just a wild guess. Article II Section 7: "All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills. "

The house has submitted a budget every year since the repukes took over, Dingy Harry then took the budgets and threw them right in the trash.

So DUmmies you can't blame the party that submitted budgets for us not having a budget.

Harry Reid is why we have been not running on budgets since 2009.

The imbeciles at the DUmp do know that it only requires 51 votes to pass a budget in the senate?  They do think they are very smart bu prove themselves to be mentally and emotionally retarded at every juncture. Do they also know that the HOR has assed a budget every year under republican control and Reid has shelved it without voting on it? Do the morons know that the last two 0bama budgets have been voted down 97-0 and 98-0 respectively/
