The little more than 26,000 citizens in an eastern Arkansas town could soon see city police patrolling the streets with assault rifles and asking them to show identification and answer questions as to why they’re out and about.
The martial law recommended by the mayor and police chief of Paragould, in response to recent property-related and violent crimes, has begun seeing some backlash from those believing it infringes upon their civil rights.

If the number of crimes dictated martial law, most of the big cities in the US would always be under martial law. Can you imagine D.C., NYC,Chicago, etc being patrolled by police armed to the teeth? What about demanding the citizens produce ID's? How about all those poor oppressed people that can't get ID's? Isn't that the rationale behind prohibiting a state to require photo ID to vote? Where's Holder, Sharpton and Jackson when you need them?

It wasn't that long ago that Governor Quinn was offering/threatening to send National Guard troops to Chicago to help with the violence.

Was that a threat to the gangbangers, or to the National Guard?

That could get real interesting. Particularly since there is no law requiring a person to even have an ID much less carry it at all times.
But I do seem to recall hearing about a SCOTUS case that declared that it is not a civil rights violation for a cops to ask for ID during during an investigative stop.

NEVADA, HUMBOLDT COUNTY, et al.
But this might not hold up in the Arkansas issue here. I suppose it will boil down to how liberal the cops want to be in defining investigative stop.
