California has one-third of the nation’s welfare recipients.

(break)

But the size of California’s welfare rolls is disproportionate when you consider the state has only 12 percent of the nation’s population.

It's a wonder that California can still exist, but explains why a majority in California always votes democrat.

California calls it Medi-Cal. According to wiki, there were 23% of the population on it in 2009-2010.  But I bet it's a lot higher now with all the businesses leaving and more immigrants moving in.
