I just bitched out a cop about an hour ago for being disrespectful to a Hispanic woman with a baby.
 
Background: This is a plaza with our favorite grocery store (family owned) and our favorite hardware store (also family owned). They allow the Salvation Army, Boy Scouts, Girl Scouts, and other such groups to beg for money. I've often seen white (mostly male) beggars holding up signs asking for money. None of them have ever been intrusive. We're talking over ten years here, and I've never been confronted by any of them.

So anyway, I walked from the grocery store to the hardware while my wife loaded the groceries into the van. Just before the hardware, there was a Hispanic woman with a baby about 9 months old in a sling with a sign asking for help. She never said anything until I pulled out my wallet. I gave her a $20, and I know enough Spanish to understand what she was saying. She kissed my hand. I'm also good at reading people and she wasn't trying to scam anyone. It wasn't a pleasant day to be out and she was underdressed for the weather.

The hardware was out of 6v batteries (Sandy's coming). I came out to wait for my wife to bring the van around and a cop was giving the woman shit for begging. He was trying to get her personal information to write her a citation and I heard, "Look, if you can't speak enough English to give me your information, you don't belong here."

    - Did I mention that I have a temper?

With my cane and service dog, I headed straight for the cop and made it clear that she was NOT a problem and he should leave her alone. His only excuse was that he "got a complaint". I was just pissed about the "don't speak enough English" issue, but I stayed in his face about it (and might have been proudly arrested for it). He let her go without writing her up. She kissed my hand again and took off. I just turned away from the cop and headed toward the van.

There aren't many things I have zero tolerance for, but racism and other forms of bigotry qualify. We have to take a stand sometimes. I just had to get this off of my chest. I'm still mad.

Wait, scratch that. I'm an asshole by nature. But I wasn't with her. She needed protection. Sometimes you just have to do what feels right at the time. I think the combination was somehow interconnected, but I really can't put it in a context. And no, I'm not religious. But karma comes into play every once in a while. I know $20 isn't much, but at least it will get her through a few days. And I'm STILL pissed at the cop. This is a very racist area. I just don't tolerate that.

I had the upper hand in that one. I'm sort of an "in your face" kind of guy. That's usually how I avoid fights with people twice my size. If you get in their face, they wonder what you've got up your sleeve - even if you're in a tank top. It's worked well for many years, but my wife's a 3rd degree black belt in Tang Soo Do, so I know she'll have my back if necessary.

We have a Redstone knock off here.   :rotf:

All of a sudden I have noticed all types of dogs with service dog permits on them. Even little dogs. I think they are giving the permits out to about any dog and any person.....sometimes my workplace looks like PetCo. I'm not sure what type of service these dog provide.

Sometimes, and this is especially true for the DUmb****s, it's the only friend those individuals have.  That is the service.

Certificates are meaningless. There are no national certification programs in the US.

The current definition of "service animal" according to the ADA is found here: http://www.ada.gov/service_animals_2010.htm.

"A service animal is a dog that is individually trained to do work or perform tasks for a person with a disability."

Service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Examples of such work or tasks include guiding people who are blind, alerting people who are deaf, pulling a wheelchair, alerting and protecting a person who is having a seizure, reminding a person with mental illness to take prescribed medications, calming a person with Post Traumatic Stress Disorder (PTSD) during an anxiety attack, or performing other duties. Service animals are working animals, not pets. The work or task a dog has been trained to provide must be directly related to the person’s disability. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA."
(emphasis added)

As a business owner or employee, you can ask a dog owner what kind of service dog it is, and what tasks the dog performs. If the dog meets the legal definition of "service animal", you must allow access unless its presence creates a health or safety risk.

Small dogs certainly have a place. The hearing dog training program I am working with prefers dogs under 20 pounds. I am really making them work training a big dog for me!

1. Service dogs: Patients with PTSD, other stress disorders, or severe anxiety can use dogs trained to recognize anxiety attacks and respond by reassuring and protecting the owner. These dogs are ADA-compliant "service animals".

2. Therapy dogs: Used by therapists in group or individual therapy, these dogs are not "service animals".

3. Companion animals: Privately owned, "pets". These dogs are not trained to perform tasks, but their presence is beneficial to people with anxiety, depression, or stress disorders. Not "service animals" according to the ADA.

That is okay, but all of a sudden, everyone is coming in with the family pet, and calling it their "therapy dog". According to Walmart policy,we can ask, but cannot ask for papers or proof. Once the customer says yes, it is a service dog, there is nothing the store can do...The policy really hurts the people who have physical, mentally or emotional handicap and really need that extra help.

It's not even Walmart.  It's happening every where these days.  We were at the outlet mall a couple weeks ago and some lady had a small dog in a "dog purse".  Your dog isn't your child, you can leave it at home.

When it comes to training a ADA compliant service dog, are  they are trained to to know the difference between a excited child, and a potential threat?

Service dogs are not trained to recognize threats, like guard dogs are. Service dogs are trained to perform specific tasks, guide the owner, or identify things in the environment and respond with a "programmed" action.

An example would be: a hearing dog may be trained to respond to a smoke alarm by running to the owner and headbutting him. The owner is trained to know being headbutted by the dog means the smoke detector is going off.

A service dog, depending on training, would either ignore an excited child, respond as trained, or act like any other dog does around an excited child.

I know I have heard of Kempo and Tae Kwan Do Karate but I have not heard of that style. Probably another Tit or 11BooBoo. Another bouncy failure.

It's seems to be popular.

In Nevada there is a small certficate with a NV state stamp inside a clear pouch on the vest on the dog that identifies it as a service dog. In the past, these same customers used to walk through stores with no such vests or permits on the dog, with the same dog.

Some customers don't appreciate these "dogs" sniffing them when the dog owner is not paying attention to their dogs while they shop and talk...the leash is usually pretty long.

If I had to guess one or two people might be stretching the rules to take their dog every place they go.

I've seen the dog purse in a waiting room of a doctor's office. That does not seem very "clinical" to me.
