Yes, that was the last time. I think it's possible but unlikely. The problem is that the biggest populations are concentrated in Portland and Eugene, plus the Corvallis area where Oregon State is.From my understanding, cities like Portland and Eugene have extremely strict zoning laws that prevent "suburban sprawl" and concentrate population density within the cities to the point where rent and building costs are prohibitively painful.
