He's talking about a different set of folks from Chicago than the ones you're thinking of.  Rahm "the ballerina" Emmanuel is the toughest one in the bunch that Bad Dog's talking about.

So he's not talking about "folks" who are with/know/related to anyone with the last name "Daley"?
