A Federal Communications Commission (FCC) decision issued Monday (PDF) will clear the runway for hundreds of new community radio stations that broadcast on low-power FM signals, bringing progressive, community voices to urban areas that have for decades only known what’s being broadcast by major corporations and America’s political right.

In other words, the dismantling of Rush Limbaugh was just the beginning, and the whole FM dial is next.

The FCC’s decision on Monday wipes away a massive backlog of applications for FM repeater stations, which are transmitters that repeat signals broadcast by corporate radio operators — all of which rake in big dollars from the most popular right-wing syndicated talk shows going.

Has he been dismantled? I thought he was still broadcasting his regular schedule. I read the article about Premier telling all the stations that they would not send any national ads for two weeks. I took that to mean they'd begin again after they signed up some new sponsors. Meanwhile the propaganda bloviator continues to spew his bile afaik.
I think that the DUmmies are going to be keeping an eye on eyewall.

This would be a real boon for small Christian radio operations. Churches could finance low power FM operations much more easily than moonbat communes.

FCC TAKES ADDITIONAL STEPS TO IMPLEMENT THE LOCAL COMMUNITY RADIO ACT

Washington, D.C.: The Federal Communications Commission (FCC) today adopted a Fourth Report and Order and a companion Fifth Report and Order and Fourth Further Notice of Proposed Rulemaking to further implement the Local Community Radio Act (LCRA). The items help promote community radio through the licensing of low power FM (LPFM) and FM translator stations, advancing the LCRA and Commission goal of fostering localism and diversity in the radio landscape.

Fourth Report and Order. On July 12, 2011, the Commission released a Third Further Notice seeking comment on the impact of the LCRA on the procedures previously adopted to process the approximately 6,500 applications that remain pending from the 2003 FM translator window. The Fourth Report and Order adopts the market-specific translator application processing approach proposed in the Third Further Notice with certain modifications beneficial to both LPFM and translator proponents. Among other things, the Fourth Report & Order:

-- Sets forth a revised spectrum availability analysis that better identifies and protects areas with significant populations where LPFM service is most practical and sustainable;

-- Gives translator applicants proposing to serve spectrum-limited areas an ability to demonstrate that their applications, if granted, would not preclude certain identified LPFM opportunities;

-- Adopts a national cap of 50 applications and a market-based cap of one application per applicant per market for the most spectrum-limited markets, minimizing the potential for speculative licensing conduct; and

-- Modifies the May 1, 2009, date restriction to allow pending FM translator applications that are subsequently granted to be used as cross-service translators. Fifth Report and Order and Fourth Further Notice. As required by the LCRA, the Fifth Report and Order eliminates the third-adjacent channel spacing requirements applicable to LPFM stations. The Fourth Further Notice seeks comment on how to implement other provisions of the LCRA related to waivers of the second-adjacent channel spacing requirements, third-adjacent channel interference, and interference to the input signals for FM translators.

The Fourth Further Notice also recommends changes to the FCC’s rules to help promote a more sustainable
community radio service while preserving the technical integrity of all of the FM services. The Fourth Further Notice
seeks comment on proposals to reduce the potential for licensing abuses and other proposals to promote a vigorous
community radio service. These include:

-- Elimination of the LP10 class of service and an increase of the maximum LPFM facilities in certain areas;

--An amendment of the eligibility rules to permit Native Nations to own and operate LPFM stations, an amendment of the cross-ownership and multiple ownership rules to assist Native Nations in establishing radio service to their members living on tribal land, and an addition of a Native Nation criterion to the point system used to select among mutually exclusive LPFM applications;

-- Revision of the cross-ownership rule to permit cross-ownership of an LPFM station and FM translator stations;

--Modifications to the way the FCC processes mutually exclusive applications;

٠Revision of the established community presence and local program origination criteria

٠Adoption of additional selection criteria

٠Adjustment of the air-time reapportionment policy applicable when a participant in a voluntary time-sharing arrangement does not construct or surrenders its license after commencing operations

--Removal of the Intermediate Frequency protection requirements for LPFM stations operating with less than 100 watts effective radiated power; and

--An extension of the mandatory time-sharing applicable to certain NCE FM stations to the LPFM service.

I think TV DOC has some experience with radio engineering and operations, but I'm not seeing a lot to get super-excited about.

The left has had every opportunity to listen to their own stations, they CHOOSE not to. I can't see how this has an effect on conservative talk radio at all.

I think TV DOC has some experience with radio engineering and operations, but I'm not seeing a lot to get super-excited about.

Basically......after wading through all the FCC boilerplate, the essence of this is that :

1.  It is a Notice of Proposed Rulemaking, which is the beginning of a long process that will/will not ultimately end up in a modification of FCC regs.  Hearings, public comment periods, and ultimate court challenges will all come into play before this proposal becomes a rule, which can take YEARS, if ever.

2.  The vast bulk of the rules change involves "translators", which ARE NOT new radio stations.  A translator is merely a receiver/transmitter that takes a signal from a distant existing (high-power) radio station and rebroadcasts it unchanged into an area where due to distance, or topography, listeners cannot receive this station normally.  They are broadly employed in all emission types (AM and FM radio, television, two-way radio, as well as emergency services)......largely in mountainous areas where communities are located that have difficulty receiving signals from metro areas, where major broadcasters are typically found.  The proposal loosens the spectrum interference and separation requirements for translators, allowing more of them to be licensed, adding nothing to the diffusion of "content" if anything it could potentially allow shows like Rush Limaugh to be heard in even more remote areas.

3.  It proposes fifty (50) new LPFM (low power FM) licenses (out of 6300 applications), giving priority to Indian reservations and other areas where radio stations (due to advertising revenue potential) are not economically feasible.  Since the notice mentions absolutely nothing about programming content , the maximum downside for conservative listeners would expansion of "public radio" services like NPR, which nobody listens to in the first place.

It should be further noted that although the investment required to establish a low-power "community" radio station is small (compared to high-power) it is NOT nonexistant, therefore they too, have to make a profit to stay on the air.  The only way that those profits are earned is by the station owners offering programming that is popular to listeners, and progrmming that advertisers are willing to sponsor.......since prior attempts at "liberal radio" have all failed miserably, there is no reason to expect these additional licenses to appeal (economically) to any different audience.

Basically this is what I was going to add.  They fail to see the only thing keeping them off the air and unable to obtain ratings is that nobody wants to listen to them.  It's called free market idiots.
