And the agency is now distributing a new series of flyers as part of its new "Communities Against Terrorism" (CAT) program that urges shop owners and others to report such "suspicious" activity to authorities.

I almost always try to use cash when I'm buying something that is less than $10, as I would hate for the store owner to lose out on making money due to credit and debit card fees.  Plus, that usually gives me a bit a change to drop in the tip jar.

No he is commenting on the article...  Basically from news I heard this morning they are looking at Right-Wing groups, forums, activities as Terrorist now.  He was saying the crap "we" post will be under scrutiny.
