They carefully omit that they're the ones who got us into this mess in the first place.

Then why is it when Pelosi was speaker that unemployment went way up, and now that John Boehner has the gavel unemployment is going down?

They don't wonder. They spin. That is what this is.
They think that if they take money from producers and give it to people who are not working, that will somehow fix the economy. They think that if they take taxpayer money and throw it at "green" jobs, everything will be hunky-dory. They think that Barney Frank is completely innocent in the whole economic mess.

A ) None. The President cannot make law, though he can propose laws to congress, and ultimately block the adoption of new laws via veto, provided the law passed with a small enough margin to permit a veto.
It is more important to consider who controls congress than who occupies the oval office when questioning the state of the economy. Even though The President may propose bills that would have economic impact, congress ultimately permits or denies those plans.
