Sorry, but this doesn't pass the smell test.

It's a trial balloon. Nothing more.

NYC already taxes booze to the point that reducing sales of it would most likely shut down garbage collection, or car washes that wash the poop off of cop cars.

$7 for a pint of beer when Scoobs and I were in NYC.  Gotta love it.
