because Crete's mayor rules any way he wishes and keeps things secret. Sometimes I wish I lived in Crete Village instead of Unincorporated Crete. Although the fit would really hit the shan if that were the case.
Crete resident to hold meeting about proposed ICE detention center

Concetta Smart doesn’t want a detention center in her community.
The schoolteacher has heard whispers that Crete intends to build an immigration detention facility in the village to house undocumented immigrants.
“I don’t want it to be in Crete,†Smart said. “I wouldn’t want it to be built in any location.â€
Crete was given tentative approval for a privately run detention facility in July when the US Immigration and Customs Enforcement selected an unnamed industrial site in the village for such a center. It would be one of six “new generation†immigration detention facilities that ICE plans to build nationwide.
Smart has had a hard time finding any answers on what the village’s plans are with the detention center.
She said she’s visited Crete’s village hall several times, but nobody there seemed to know much about it. She’s also contacted state lawmakers and hasn’t heard anything back.
Over 700 criminal and illegal detainees? (http://southtownstar.suntimes.com/news/9068270-418/crete-resident-to-hold-meeting-about-proposed-ice-detention-center.html)

It sounds like it's near Chicagoland. You live nearby?
And, as the last couple of paragraphs say, it's all about the money--ICE pays $95 per day, per detainee, and it costs $55 per day, per detainee. That's a lot of profit.
