ALBANY, N.Y. (AP) -- The return of layaway plans this holiday shopping season is raising concern that the break from credit cards might actually cost consumers far more.
For example, a rock `n' roll Elmo doll that requires a $5 layaway fee and a 10 percent down payment for a month can equal a credit card that charged more than 100 percent interest, U.S. Sen. Charles Schumer said.
Schumer is asking major retail associations to direct their members to more clearly present their layaway fees to customers. The Democrat says the ultimate cost of a layaway with a $5 fee can equal 40 percent interest over a month or two for many common purchases compared to the annual rates of most credit cards.
He said if stores don't better present the cost of layaway purchases, he will ask the Federal Trade Commission to determine whether the increasing use of layaway is a deceptive or misleading business practice. Historically, stores started dropping layaway plans in the 1990s in part because of these costs and inconveniences.
Is there nothing that these cretins won't or can't find fault with? I am sorry but I do not see anyone twisting their arms behind their backs and forcing them to use layaway, credit cards or any other form of credit for that matter.

I've never used layaway. I don't really understand the point of it. If I can't afford a certain gift with the money saved up for Christmas, I do not buy that gift.

FWIW, Scoobie and I used layaway for a couple of larger presents at Wally World. We wanted to ensure were available yet didn't want/need to put all the money down for all at once. $5 plus a 10 percent down with the remainder due by December 16th. Frankly, $5 is a pittance to pay to ensure the stuff I want to get for the kids or we get for each other if we want "big ticket" items is a helluva lot cheaper ($5 of $500 purchases for two months translates to less than 6 percent interest) versus the 18-plus percent interest with payments as far as the eye can see credit cards.
Chuck Schumer is living proof the most dangerous space in America is anyplace between him and a television camera.
This is a jab at Walmart and their layaway policy, nothing more.

Not really when I reread that as I slaughtered the sentences I tried to separate. But yeah, why put something on a credit card when you don't have one or want to use one, and don't have access to a XMas account? Layaway is coming back, and in a big way.
Chuckie screwed millions over with the bank reform, and now he's bitching people aren't using banks, credit cards, etc., to pay for XMas purchases.
Oh yeah--I'd rather give something to the kids on Christmas morning knowing it's paid for and that I won't have to pull my hair out for the next several months juggling bills.

First of all, you lying sack of doo...you have to put at least 50 bucks total on the layaway. That particular Elmo Doll is going for about 40 bucks so just putting that on by itself is NOT going to happen. SECONDLY, dumbass(much like your sycophants on DU i might add), the only non-refundable fee here that does not go towards the costs is the 5 dollar service charge. Last time I checked, that's TEN percent of 50 bucks, so you are only getting charged about 10 percent interest for that purchase if that's all you get. The percentage of that fee's cost drops precipitously the MORE you put on layway ie 100 dollars on layaway is now 5%. You take the full 2 months to pay it off and you are getting even more of a deal on that percentage. Think of that 5 bucks as a storage fee--Walmart often rents units beyond their store capacity to put all those layaways in.
The 10% down, dipshit, goes towards the balance on the account. It's to make sure people aren't just putting crap on layaway just in case and they just let it go. They have money invested so they will either cxl the layaway or pick it up in order to not lose their deposit on those items. It's not some finance fee for purchasing it. The funny thing is you have no problem though with states charging sale's tax that could be hurting the pockets of those poor belabored Walmart shoppers. :whatever:
I plan to use it as well for my youngest's gift: a DS and a couple of games to go with it. That 5% amounts to 2.5% considering the total. I have 3 kids who are almost all too old for 'baby toys' so having this convenience comes in handy to help plan for Christmas. I not only like the financing convenience, but as a mother who has hardly any time without my children being a single parent who works fulltime, I like that I can do all or most of my shopping in ONE day, but pay for it over several weeks without the finance charges of credit cards--it's nice to keep it hidden from the kids too until it's almost that time--they know all my hiding places at home :-).

I loved layaway when I was younger. Bought my first leather jacket, with fringe I might add, on layaway at Berman's leather. $85 whole dollars. Took me three paychecks.

I might add layaway is good for retail and good for consumers. It's a helpful way to basically extend 'credit' without taking the risks associated with it--on both sides of the equation.
Businesses are smart--they know times are tough credit wise and are offering more creative ways to get consumers to buy. By the same token, consumers can buy while being mindful of their budget(because of the shortened amount of time of repayment with a layaway) and avoiding high finance charges of credit cards. Just a thought.
Tots--my first purchase evah was a layaway I did on a framed Nagel print :-) Aaaahh, the 80's :-)

I got my first computer on layaway. It was a good price and I knew they would run out of them before I had the money saved up for it. Btw,Chuckie, not all of us have credit cards to add to our personal debt. I dont make the kind of money to shop at the kind of places you do where things like layaway sounds like some odd coustom from a far off backwards land. Elitist ass.

That's an excellent point. What's $5 for a warehousing fee to keep all this stuff hidden? It's a bargain. Especially if it's a large item that can't be shoved into an underwear drawer? I haven't used layaway, but I think it's a great idea. January sucks, when the bills start coming in, and many of us get hit with a property tax bill then, too.

Clark Howard was saying on his show this weekend that credit card companies are out fishing for business, amongst the people with the finest credit. Some will give you a free $300. Then on that day, the missus walks into the store when it opens, hits the Layaway counter, has the prices adjusted down for the sale and leaves.

If time is indeed money, and a major retailer like Walmart, K-Mart, etc., have what I'm looking for as far as present for the kids or significant other, and I don't have all the cash on hand, why the hell NOT fork over the cost of a Big Mac and fries and be done with all the bullshit hassle of going from store to store, fighting traffic, crowds, etc?

How does layaway even compare? It's a NOMINAL fee, actually much more reasonable then credit cards.
Actually it could be a great way to take advantage of some time delay with the money. I know it's almost unheard of at this point, but if you are putting 500-1000 in layaway over 2 months and are paying essentially one half of one percent to one percent for use of layaway, you could find a comparable short term investment for maybe 1.5 to 2% over those 60 days and actually make money while holding the merchandise. You keep the $$ longer and can generate a small bit of income on that instead of shelling it out right away on gifts or waiting until the last minute and perhaps paying a premium for gifts that are then hard to find. You could actually get very creative with it, but in lieu of that, for what most people put on layaway, 5.00 service charge is a very NOMINAL fee to reserve the items. Comparing it to a payday loan with 100 % interest or the lottery with less odds then getting struck by lightening is like comparing apples to oranges.

KMart does. They will adjust your layaway down once and only once. I am not sure what Walmart's policy is now they have brought back Layaway for Christmas time only.
You can use one or any combination of these acceptable payment options:
cash, check, credit card (Sears card, Visa, MasterCard, Discover, American
Express), debit card, Kmart Gift Card, Kmart Cash Card, coupons or EBT Cash
(Note: EBT food stamps are not allowed).
• New Layaway contracts cannot be created if you have other delinquent
Layaways contracts.
• No partial takeouts are permitted.
• Person initiating Layaway must be the same person finalizing Layaway.
A picture ID is required for all new Layaways, pickups and refunds.
• If you make a payment that is less than the minimum amount due; your
payment due date is not advanced to the next biweekly cycle. You are still
obligated to fulfill the rest of the current payment balance before the system
will advance your next payment due date.

I've used layaway before, especially when the boys were small and there were very popular toys they wanted. We had very little money so layaway was one way to make sure I could get them what they wanted (especially their "santa" gift which tended to be the big gift). We've made it a policy to never have any credit cards in our lives so this was a solution for us.

There's a reason why there's a minimum layaway and a minimum item cost. And frankly, if you can't afford to save $40-50 over three months, you have no reason buying that shit in the first place. AFAIC, layaway is for larger, more expensive items, or a total purchase significantly more than one might typically have on hand at one time, not for something you could buy with the change you scraped out of your couch.

It has been so long since I put anything on layaway I have forgotten how it worked then and have questions about it today.
20+ years ago IIRC for layaways I would head for the store and buy everything at once. I had my list in hand and would spent $300.00 total. Often I would find an item that was being gobbled up and want to insure that item was sold to me.
My problem was I had one of those rotten kids that would search the house night and day to discover what they and their 3 siblings were going to get, then TELL them. We would find a neighbor with no kids their age and request they stored the kids presents at their place when we collected them after final payment.
I have become most sad at the state of affairs with the whole Christmass gift thing, All this came to a head one year long ago when I took a good look at how this has evolved to the mess it is today.
I now only buy for MY kids, the grandkids have family to buy for them. I Buy for Mom, 4 kids and Hubby, that's it.
Truthfully, I cannot remember one gift in my life that my grandparents bought or made for me, only a few my parents gave me.
Layaway is now about the only way people living check to check can give their kids even just one present that is expensive. Those on welfare get the community help from Toys for Tots to the Stores that get donations for children in poor homes.
Stocking stuffers for the grandkids are new tooth brushes, socks, hair products and pajamas.
Call me a mean old lady but I have see kids on Christmass morning wildly opening their gifts only to throw them down, trample them to get to the next package. By the end of the day half the presents are broken and discarded.
Children are taught that they get something for nothing, no idea what Christmass is all about. Adults give guilt gifts ---that's what I call them---.
All ways bothered me that my Mom who gave a large chunk of her estate to a family member to make a down payment for their home received--- 4 store bought cookies for Christmass. Nicely wrapped, but really a pair of warm socks would have been a nice gesture.
Everyone makes out a list of what they want for Christmass, but few kids over the age of 8 make out a list of what they want to give others, be it home made gifts, Mow the lawn for grandpa, spend allowance on a bag of candy for their siblings, this is where the entitlement begins.
My Birthday is early December, I got money as a teenager, I did gripe that my birthday money was spent for Christmass gifts for the family. However it was fun looking back on the amazement of the family adults to get a gift in return.

20+ years ago IIRC for layaways I would head for the store and buy everything at once. I had my list in hand and would spent $300.00 total. Often I would find an item that was being gobbled up and want to insure that item was sold to me.
My problem was I had one of those rotten kids that would search the house night and day to discover what they and their 3 siblings were going to get, then TELL them. We would find a neighbor with no kids their age and request they stored the kids presents at their place when we collected them after final payment.
I have become most sad at the state of affairs with the whole Christmass gift thing, All this came to a head one year long ago when I took a good look at how this has evolved to the mess it is today.
I now only buy for MY kids, the grandkids have family to buy for them. I Buy for Mom, 4 kids and Hubby, that's it.
Truthfully, I cannot remember one gift in my life that my grandparents bought or made for me, only a few my parents gave me.
Layaway is now about the only way people living check to check can give their kids even just one present that is expensive. Those on welfare get the community help from Toys for Tots to the Stores that get donations for children in poor homes.
Stocking stuffers for the grandkids are new tooth brushes, socks, hair products and pajamas.
Call me a mean old lady but I have see kids on Christmass morning wildly opening their gifts only to throw them down, trample them to get to the next package. By the end of the day half the presents are broken and discarded.
Children are taught that they get something for nothing, no idea what Christmass is all about. Adults give guilt gifts ---that's what I call them---.
All ways bothered me that my Mom who gave a large chunk of her estate to a family member to make a down payment for their home received--- 4 store bought cookies for Christmass. Nicely wrapped, but really a pair of warm socks would have been a nice gesture.
Everyone makes out a list of what they want for Christmass, but few kids over the age of 8 make out a list of what they want to give others, be it home made gifts, Mow the lawn for grandpa, spend allowance on a bag of candy for their siblings, this is where the entitlement begins.
My Birthday is early December, I got money as a teenager, I did gripe that my birthday money was spent for Christmass gifts for the family. However it was fun looking back on the amazement of the family adults to get a gift in return.
Mine is 4 days after Christmas.
I would get the batteries for Christmas, then the toy for my birthday. :lmao:
Later,. I'd get the same for Christmas as my 2 brothers, and get clothes for birthday. Mom has kept up that "tradition" for 40+ years now.

Not easy being a Christmass Baby, My poor son in law was born on Christmass day, I do try to remember that and give a gift, with the Christmass gifts that are apart as a separate gift. Even his family forgets to put happy birth Day on any cards or gifts.
With the season in full swing those born a few days before Christmass get left out.

I am born Christmas Eve, my brother the 27th. I assure you, any gift, no matter how cheap, wrapped in birthday paper, instead of Christmas paper is well-appreciated.

Hubby calls himself a New Years EVE Baby as he was born in October.
I have to say something was going on in March of the year I was born in December. What no big hollidays, parents are not Irish so no partys for them, unless they attended someones party and drank too much green beer.
Funny how we can look back and have a rough date when we concevied our children, yet to even think about how and when we were concieved is something we don't even want to think about. OH gross, mom and dad had sex---- not to even think about.

You know, Vesta, that's a very good idea as a Christmas activity to do with the kids. Forget about what you want, what would you like to give this year? And yeah, there's always free labor, if the kid doesn't have a dime.
Anyway, I don't think Chuck is on the hate Walmart bandwagon, I think he's trying to drum up business for his big banker pals down there in NYC. "Don't use layaway! Put it on BofA!"

Good news!! Walmart changed its policy for Black friday, now you can put stuff on layaway..certain items apply however!!!
