Nothing could be further from the truth, he is just one of the stupidest mofos in Washington. It's not the doesn't hink before he speaks, it's that he's mentally incapable of thinking before he starts unleashing words from his pie-hole. His staffers generally did a good job of making him appear to have at least a 90+ IQ when he was in the Senate (Except when they would get lazy and plagiarize for his script, and get caught) but he doesn't have that kind of organization to run interference for him or the set-up Kabuki theater of Senate hearings as the VP, he has to be able to answer direct questions extemporaneously, which is a recipe for disaster.

Agreed, and you'd think that Barry would've known that. Every time Plugs runs his yap, he makes Barry look like an idiot for putting him on the ticket. Either that, or Barry looks superior because, side-by-side, Barry looks like the proverbial straight man to the wack job that is Plugs.

After seeing the perfect storm of "Bushisms" and the follow-up of "Palinisms," Obama wanted to be sure that his presidency would be recalled for his actual screw-ups, not for the kind of small errors that all speakers make...therefore, Biden. 90% of Biden's job is to continue speaking "isms" so that Obama can look smarter by comparison. Remember, this is the president that speaks only with his teleprompter, the last thing he wants is to know the country is laughing at him for another "57 states" or 20 minutes of saying, "um, um, I'll get there...."
