I thought i had read somewhere that back when Vicente Fox was President of Mexico he did something very similar to The Mariel boat lift? If true does anybody have a reliable source for that happening? I can't find anything.

THIS ARTICLE (http://www.nctimes.com/news/opinion/article_255f1c0e-c795-552c-9888-d89ca702d93d.html) claims it, but doesnt offer proof.
