He probably means because Reid has promised to kill it in the Senate. However, I'm not sure Reid still has the luxury of doing that without having to eat it later, as much drama as he and his have made of the time limit.

If Boehner is "toast", it's because he's going to be challenged in the primary in favor of a TEA Constitutionalist.
