Well, at least overseas it would be resolved pretty rapidly, since our screwed-up tort liability system (And its numerous State-by-State variations) wouldn't be involved in it.

  About two years ago I was driving in San Diego, stuck behind a young woman in a Ford Explorer, she was on the phone and was obviously very distracted.  I watched in amazement as she drifted to the right and side-swiped three parked cars, corrected her steering, and continued on her merry way.  She continued for about a quarter mile and I followed her into a parking lot at an Irish Pub where she parked, got out and headed to the bar, still talking on her phone.  I pulled up next to her as she was walking through the parking lot and asked her if she realized what she had just done.  Without even looking at me she yelled "can't you see I'm on the ****ing phone!" and went inside.

Did you report her to the cops?

Yes, I called the SDPD and waited in the parking until they came and got her.
