Title: Debt Ceiling?

Obama wants a long term raise, so this won't happen again during his ongoing campaign.  I have an idea, let's tie any debt ceiling increase to the federal budget. No budget, no increase.

A binding House resolution to the effect of: "We'll consider a debt plan from the Senate when they propose and pass a legitimate federal budget, as required by law"
