House Budget Committee Chairman Paul Ryan’s budget plan, with its overhaul of Medicare, has been vilified by Democrats and seniors since it was unveiled  in April.

But that doesn’t seem to have hurt– and may have helped — Mr. Ryan’s  fund-raising for his re-election campaign. On Friday, the Wisconsin Republican reported raising $893,505 in the second quarter, which began days after he unveiled the budget blueprint. He ended the period with  more than $3.8 million in the bank, a sizable war chest.
