People based solely on which demographic boxes they check off?
More than likely.
Obama has no desire to be president of the United States he seeks to lead a motley collection of disgruntled outliers: gays, illegals, under or over-aged hippies, felons and union rent-a-mobs.
Obama can't run on his record and he has to shore-up his softening base and the expense of any (legal) citizen that Holder wouldn't consider "my people."
Moreover, if (when) he loses he will position the narrative to claim the forces of bigotry rule the nation and those who seek tolerance and coexistence have no reasonable chance of doing so. He will seek to de-legitimize and agitate his supporters to stir up as much discontent and rejection as possible.

It's a given that the left's idea of "immigration reform" will go nowhere in the house, even a lot of Dem pundits say so. That leaves pandering for votes as one reason to do it. Another reason of course is to draw attention away from other issues, like jobs and the economy.
