In what other way may a system that chooses to classify and declassify things in such an undemocratic manner be described?

In a democracy, information might as well just be power.

In essence the OP is correct. Political Correctness is an insidious propaganda tool to get people to silence themselves and twist the language in favor of the Marxist/Fascist totalitarian factions.
