The source is Time magazine.
1) It's speculation, but Time is a liberal rag so I have no idea how accurate their sources are.
2) not sure of the legal parts, so I'm just posting the link.

Essentially, the piece is saying Qaddafi is going to blow up the pipes leading to the Mediterranean ports to give a message to the tribes: "Its me or chaos."

again, its speculation on Time's part, so this is opinion, not news. It made Drudge, so I thought I would toss this out.

I wouldn't be surprised. Gas prices jumped WAY up today because of all the chaos.
