Uh...uh...uh...he....he....he was on ....uh....uh....uh... TV... yesterday.....and....and...uh...without the ..uh..uh...teleprompter. He is  uh...uh...uh.... a great speaker...uh...uh...BS'er.

....and thank you John Spratt for not doing your job and writing a budget. It is, perhaps, what got you defeated in the election... :-)
