Bill Would Require Kansas Babies To Undego Paternity Test

TOPEKA, Kan. -- A Wichita state representative is sponsoring legislation that would require every baby born in the state to undergo a paternity test to identify the newborn's father.

State Rep. Melody McCray Miller is a Democrat. She said the measure's intended to help men who've been named as a child's father, or who want to know if they are biological father of the infant.

1. I don't understand how the state can legally put someone's name on a birth certificate based solely on the mother's word.

2. I agree

Seems like a no brainer to me.

Because a Dem proposed it.

16. Gonna cause an awful lot of divorces as married men find out they aren't the father of their wife's baby.

Happens all the time now, but usually after either a divorce or a test for an inherited disease.

Normally the man gets screwed and has to pay child support anyway since the time period to challenge the birth certificate had long expired.

Famous case near me where divorced man had to send child support to his ex wife at her boyfriend's house for the children whose parents were the ex wife and boyfriend. Turns out mom and boyfriend were having an affair and having kids together while mom was still married to her husband. Too bad -- ex husband must pay child support anyway -- to the kids' real parents.

45. What right has the state to know?

If there is a custody issue -- or support issue sometime in the future --

THEN a blood test could be taken.

Why subject EVERY baby and family to this if unnecessary.

Women should start having babies at home again -- get the hell out of hospitals!

This is a big campfire, and the flames bend one way, then the other way.

I came out with red hair just like my daddy, no question of paternity there  :-)

Sounds like the Reps husband may be paying support for some kids that might not be his.

New space on birth certificate.

Mark through one only

You Insert name [are] [are not] the babby daddy.

I don't have any opinion on the issue, either way.

However, it is worth remarking this is why adultery was considered "worse" if a woman did it, as compared with a man doing it, going way back to the dawn of history.

The mother of a child is easily verified, the father not so much.

Anne Boleyn, the second wife of Henry VIII, and Katherine Howard, the fifth wife of Henry VIII, were executed for "confounding the succession"--i.e., by their alleged affairs with other men while queen, they could have been impregnated by another man, bringing forth a child that was de jure the king's, but de facto not actually his, thus fouling up the royal bloodline.

That by the way probably happened with Catherine the Great of Russia 150 years later.

I could get behind a law like this applying to single women that are on welfare. It would allow the state to go after the baby daddy to recoup funds.

a paternity test to identify the newborn's father.
This law is aimed at Republicans.
Democrats only have baby daddies.

The state of Maryland told me years ago that they really were not interested in helping me collect child support because I actually worked two jobs and didn't take welfare of any kind. So they did not have an interest in helping me because they had no money to recoup.

But on the issue itself I am somewhat torn. I think if you have unprotected sex with someone you are trying to have a baby. If your 'union' produces a child then both parents have the responsibility of caring for said child. But I have read stories of men that were forced into paying child support for children that they did not father and have had to continue even after it was proven that the child was not even theirs.

In most states, I think the state will go after any guy the woman lists on the birth certificate as being the father. It is up to the guy to prove otherwise.  Illinois takes court ordered child support out of pay checks, but then they run behind on getting it to the ex at times.

I have to agree with the DUmmies to an extent.  I don't believe it's the state's business......UNLESS the mother is on public assistance.  Then it's a matter of child support enforcement.

Yep. Guilty until proven innocent.
I have no problems with penalties for those dead beat parents out there. But I do sympathize with a man who is forced by the state to support a child that is not his.

Could be because so many birth certificates in the inner city are marked, "father unknown", idiot!

I see absolutely no problem with this. How many men are payin' child support for children that aren't their own? The courts pretty much screw the father in any divorce settlement. Most divorces are caused by infidelity. Makes sense to me when this happens to have the mother prove who should be payin'!

Why should the boyfriend get the all the benefits without the liability? I know of several guys who paid child support only to find out in later years they weren't the father. Every single one of them still treat the child as their own, but in a couple of instances resulted in jail time when they couldn't keep up the payments!

This would eliminate this kind of injustice! And help the state recoup losses where minorities make babies for a livin'!

I'd expect a lot of hits from the 'Incarcerated offenders' DNA database on that group of moms.
