I understand the sentiment.
If Obama keeps acting the way Obama wants to act the economy won't recover.
However, if the GOP can rein him in and get sound fiscal policy and laws on the books the economy will recover, America will be stronger and Obama's original vision will be discredited.
But many people will vote with their wallets. A good job by the GOP may mean an Obama re-election. That is a risk but we should not cripple our neighbors, our industry or our ability to provide for our own security out of spite.

The comments make sense when you realize that Issa is playing to his constituency, which is what he's supposed to do.
There is a huge chunk of America that is sick and tired of the partisanship, the bickering, the stonewalling, gridlock, and the rest of the shit that characterizes Washington.
There is no such thing as bad press when you're a Congresscritter.
