SIGINT (Signals Intelligence Division) at the NSA are inefficient idiots
They're trying to block Hartford Connecticut on 100.5, while I'm clearly receiving 100.5 out of Boston. I'm getting the Boston channel on a $38.00 Wallmart radio with no antenna on 100.5, while I'm getting the Hartford station in a pulsing form of static on a fantastic antenna array. This morning I was getting Hartford incredibly clear on both radios, before the idiots came to work. They should get to work earlier on a Saturday.
I just wanted to give everyone a chance to laugh at SIGINT at the NSA tonight.

9. Just do a continued focust blast of thought.
And do it based on concepts, then when they try to do a broadcast, they will pick items that still support the same concepts, even if they don't know it.
It is how you can set a hint, by concept not target or individual. Then when they do broadcast a concept, it has your concept in it also, and anyone that thinks on those concepts can pull that information out of it.
But not many talk about it.
(just a fictional story, nobody is doing that stuff at the NSA.)

are indeed some of the most brilliant people on Earth. But our black ops project protects its HUMINT (boots on the ground) people from that kind of thing. We need to be fast on our feet and well-trained in case the nation needs us as a civil defense hub.

I used to work (indirectly) for NSA.
The SIGINT division collects and analyzes intelligence from radio waves, telecomm lines, the internet, and anything else that broadcasts information in the form of EM radiation.
NSA does NOT engage in electronic warfare. That responsbility falls to completely separate agencies.
