(CNN) -- A 26-year police veteran who headed the Dallas Crime Stoppers has been indicted for conspiracy to commit wire fraud in connection with the tipster-based crime fighting program, U.S. Attorney James T. Jacks of the Northern District of Texas said Thursday.

Dallas Police Department Senior Cpl. Theadora Ross, 50, of Rowlett, Texas, appeared before U.S. Magistrate Judge Jeff Kaplan on Wednesday, and she was released on bond, Jacks said in a statement.

Between February 2005 and May 2010, the conspirators allegedly collected at least $250,000 in cash rewards for bogus tips, the prosecutor said in a statement. No arrests, which would have been false, were ever made, Jacks said.

I thought that tips had to lead to an arrest before any reward was given out?

That's what I thought.  I guess that's where the 'fraud' part comes in.

Why don't they just call it what it is... theft.

She would issue a confidential code to informants, who would turn around and redeem it at a local bank.  Where the fraud came in is that she would duplicate the code for a friend, who would in turn rush to the bank to redeem it before the real tipster could.  When the real tipsters would complain they didn't get paid, it was easy to tell her bosses that hey, we're dealing with the dregs of society, they're just trying to double dip on us.  She had to know they'd eventually catch on.

Dallas is a cesspool of liberalism and crime, so it's only natural that a small minority of their police department reflect that.

Dallas is a cesspool of liberalism and crime, so it's only natural that a small minority of their police department reflect that.

It seems like they've had quite a bit of scandal/corruption over the last few years. Were you there when the DISD superintendent used school funds to decorate her office (or home- I can't remember)?  Then there's always the perennial winners Al Lipscomb and John Wiley Price to make the citizens proud  :lmao:

Ah yes. Ms. Gonzalez, if I remember correctly, was considered a big catch at the time. 

Also, there was that whole investigation into people who were arrested for cocaine, and it turned out it was concrete or something. Do you remember that?

No, I left Texas in 1975 and only returned for quick visits while I was on leave. I didn't return for good until 2008.

Thieves outright steal, and in that they have a modicum of honesty.

Fraudsters lie to you and take advantage of legitimate processes to separate you from what is yours.

Yes, it's changed.  It's gotten WORSE!  Now the County Commissioner's Court is ALL Democrat!  JWP's head is going to explode when he realizes he has no one to argue with.  That is unless someone discusses a "black hole" again.   :rotf:

When I was in College, one of my classes had a visit from JWP, Al Lipscomb, and Diane Ragsdale.  It was a geography class.  I can't even remember why they were there.  That was a LONG time ago.   I heard Russ Martin gave JWP windshield wiper nunchucks when he came to visit.   :rotf: :rotf:

He sure is a character, that's for sure.

JWP, in person, is actually very intelligent.  His problem is that he views everything around him with race-vision goggles.  You can't disagree with anyone of color without being a racist in his eyes.

DUDE!  You like Russ???  :cheersmate:  I was hoping you did, but you never can be so sure.  NO ONE I know likes him.  Just me.  How the hell that happens I don't know.  I grew up with him (on the radio) but I worked with JD, WAAAAAY back in the day.  So cool. 

I liked the way Russ handled him though.  That was genius.  Times like that I think my commute is too short.
