The attorneys for Fred Santos say ex-Governor Schwarzenegger violated the family's constitutional rights under Marcy's law. 

The voter-approved amendment requires victims of crimes, including family, be notified of parole hearings in advance, so they have a chance to be heard at a hearing.

I don't think so. So I'm not sure this law would apply to the governor granting clemency.

Executive pardon powers are normally something entirely separate from parole hearings, they are paper appeals (Or even possible for the executive to self-initiate) and are a plenary, nonreviewable power...UNLESS Californistan has hosed that up too.
