How do you feel with a largely missionless NASA?
NASA was once an organization that had people we admired, looked up to, considered heroes. Research associated with the space program gave us much more than Tang.
How do you feel about this?
A lot of squibble-squabble follows, but it takes a while to answer the OP.

I was a kid in the 1960s, the right stuff bled off into all of America, all of the world. There was nothing that couldn't be done to advance humankind.

Originally I was of the mind that the Constellation program- imperfect and under-funded as it was- was at the very least a clear imperative to get us out of LEO, again.
But there are some solid arguments to be made for the direction we're going now, or at least the direction we could go. Allowing Elon Musk or other private ventures to take over the job of dealing with Low Earth Orbit could free up resources for real, bold exploration and discovery. Rather than re-engineering Apollo-on-Steroids we could pursue propulsion technologies like the VASIMR engine, which could conceivably shorten the time of a manned trip to Mars to around 39 days out.
I remain committed to peaceful, vigorous, manned and unmanned exploration of the universe. If anything, we (and NASA) need more $ for this very important human endeavour, and not just because every dollar we've put into space exploration has paid off in spades.
What? Privatize government work?

Should we be cooperating with Muslim nations on space exploration? Sure, just like we should be cooperating with all nations. I also happen to think that science makes for an excellent antidote to backwards-ass religious fundamentalism, as a general rule.

NASA was okay when we were still in the cold war and racing the Soviets but our government has ZERO interest in space exploration now, despite the fact that it is essential for the long term survival of our species. An asteroid or comet could hit and some part of us would have to survive. Right now, only private interests have any interests in space.

The Russians are already planning a nuclear rocket (http://www.youtube.com/watch?v=-5DQZOB6JSY). Nuclear rockets are essential for getting humans to Mars or farther out, but thanks to the enviroweenies, development in this country has seized.
Current nuclear technology can get even get an unmanned probe to the nearest stars within 50 years (Project Orion loaded with enough drive bombs or Project Daedalus if inertial confinement fusion proves to work). Further development of the technology could shorten the travel times even further.

If by 'outreach' one means launching the radicalized ones into outer space, then I'm all for it. If, however, one means extend extra courtesies to Muslims because they are Muslim - because of their religion - I would remind our liberal friends that unlike their complaints about allowing any religious group to use public space for an expression of their religion - such as a manger and/or menorah lighting in a park, a march or a protest, etc. - that this would actually be a church(mosque) & state issue.
