Mexico declared its independence on September 16, 1810. It was recognized on September 27, 1821.
The United States of America declared its independence in 1776.

Is he really this ignorant and is his speechification staff really this slack-jawed in their fact-checking?
I honestly doubt it.
This strikes me as a little more than another historical revision ala expurgating references to "our Creator" from his citation of the DoI. He is pandering to one group by deliberately insulting another via outright lying over fundamental facts.
But note this interesting turn: in liberal memes the US is supposed to be the arch-evil of the world for what we did to the native populations.
Now suddenly Obama has made the Mexicans the first usurpers. Will the tide of historical blame-gaming shift (and well it should, the Spaniards were monsters) or will the fiction deepen to imply only the US was oppressive because the Mexicans practically lived in a multi-cultural utopia beside their native hosts.

Didn't the Spaniards wipe out many of the indigenous people of Mexico? Current Mexicans have no more valid claim to any of the US than descendants of white European settlers do.

They did and they bred with the remaining population. Unless the Mexican government wants to re-negotiate the treaty of Guadalupe Hidalgo, their citizens have no claim to anything north of the Rio Grande.

Difficult to know if he improvised that, or if he was following TOTUS to the letter.
Noting that Zero often gets in trouble when he veers from TOTUS, it's entirely possible he winged it and threw the word in just because he's a sniveling, snarking politician who can't be trusted. I'd like to think the speechwriters aren't that stupid.
