Bunnies, not having law degrees by nature, may be misreading Judge Bolton's intent but...

...if by saying federal law enforcement is strictly the purview of federal officers and as such state and local LEOs are disnvited to assist in enforcing federal laws does that mean if a state decides it does not wish to enforce a federal law the feds themselves have to provide the officers?

DoJ: Hey there Florida. We got word some boys down there are skirting paying the duties on rum imported from Jamaica. We're kind busy right now so we were wondering if you might want to run down there and scoop them up for us.

FL: No.

DoJ: What?

FL: I don't want to preempt you.

DoJ: But I'm asking you to.

FL: If I can't even ask for proof of legal residency I don't see how I can go around busting rum smugglers.

DoJ: What if I said "pretty please"?

FL: No.

DoJ: Aw man!
