The demonstrator, which will stay aloft at 65,000 feet for up to four days, is powered by two 2-liter, four-cylinder engines that provide 150 horsepower each. It has a 150-foot wingspan, will cruise at approximately 150 knots and can carry up to a 450-pound payload.

Of course they are.  You could not reasonable expect Gub'mint Motors to come up with a design so innovative.  Winston Smith finds the mere desire for anything so out of the ordinary to be double-plus un-good.

Up to 4 days huh? Two of those used in rotating 4 day cycles might be able to find and track old Bin.
