Yeah, if this was real that should be either 'H.R.' or 'S.B.' - not 'H.B.' And Executive Orders have nothing whatsoever to do with Congressional legislation, they are a completely different animal.

Unexpected Urgent Refugee and Migration Needs Related To Gaza
Memorandum for the Secretary of State
By the authority vested in me by the Constitution and the laws of the United States, including section 2(c)(1) of the Migration and Refugee Assistance Act of 1962 (the ``Act''), as amended (22 U.S.C. 2601), I hereby determine, pursuant to section 2(c)(1) of the Act, that it is important to the national interest to furnish assistance under the Act in an amount not to exceed $20.3 million from the United States Emergency Refugee and Migration Assistance Fund for the purpose of meeting unexpected and urgent refugee and migration needs, including by contributions to international, governmental, and nongovernmental organizations and payment of administrative expenses of Bureau of Population, Refugees, and Migration of the Department of State, related to humanitarian needs of Palestinian refugees and conflict victims in Gaza.
You are authorized and directed to publish this memorandum in the Federal Register.

Analysis: This message promotes the false impression that H.R. 1388 (referred to above as "H.B. 1388"), which was passed by Congress and signed into law by President Obama in 2009, allocated taxpayer funds to resettle Hamas refugees in the United States. It did not.
H.R. 1388, The Edward M. Kennedy Serve America Act, simply revised and reauthorized existing federal public service programs (such as AmeriCorps) to increase their scope and funding. (It did not, contrary to another false rumor, make public service "mandatory.") Far from being passed "behind our backs," the legislation won media attention during House and Senate debates, passed Congress with bipartisan support, and was signed into law with all the usual public hoopla.
It is true that in January 2009 President Obama signed an unrelated memorandum to the U.S. State Dept. (not an executive order, but comparable to one) authorizing $20.3 million in humanitarian aid to Palestinian refugees in Gaza. However, as anyone can easily ascertain by simply reading the document linked to in the above message (also available here), the memorandum did not order, request, or even propose the resettlement of said refugees in the United States.
The email's "itemized list" of other actions taken in the early days of the Obama administration is roughly accurate, albeit cherry-picked, decontextualized, and spun in a manner consistent with the overall political bias of the message.

Synopsis: Foster care and kinship care. Requires the department of child services (department) to apply for federal funding if the department receives state funding for the implementation of the kinship care navigator pilot projects. Requires the department to: (1) exercise due diligence to identify all blood and adoptive relatives of a child alleged to be a child in need of services who is taken into custody; and (2) provide certain notice to the blood and adoptive relatives of the child. Appropriates $150,000 to the department for kinship care navigator pilot projects for each year of the biennium beginning July 1, 2009, and ending June 30, 2011.
Effective: July 1, 2009.

Werd. Hey Cavegal! Remember back on Memorial Day when the big stink was how Obama wasn't going to be at Arlington? Well, that made me really mad, and I was going to use that as a "talking point" with some buddies of mine. Before I did, I did some research and found out that of the past presidents, from Reagan on, NONE of them went to Arlington every year, except Bill Clinton, and George HW Bush never went once on Memorial Day. Needless to say, I dumped that talking point quickly.
