The Feds say dredging the sand to build the protective barriers might hurt the environment. Interior Secretary Ken Salazar wants to lose precious time and delay the dredging until new pipe can be delivered that would allow dredging in another area that Salazar feels may be less damaging to the ecosystem.

I don't think they are "stupid", at least the Obama Administration. They view everything with regard to how it will help or hurt the principles of the Democratic/Communist party, and this includes every decision made with regard to the events of the oil rig. They have taken steps that no stupid person could make to INCREASE the oil spill, for instance. No stupid person could purposely reject legitimate sources to start cleaning the oil spill for weeks. To that end, a large oil spill gives Obama far greater "credibility" to lambaste evil republican oil companies, create oil slicks on the beaches, kills more marine life, and destroys more businesses, which is a GOLD MINE for a socialist president.
Destroying the gulf, yes... to promote the Democratic Party.
Typical stupidity would at LEAST have allowed several different sources to stop, or heavily curtail, the spill from the get go. Had Bush been president, oil would probably never even have reached the shore.

I don't think they are individually stupid, but they have created and are still building a bureaucratic jungle of Byzantine proportions which is locked in its own cross-currents due to an utter failure on Bambi's part to assert positive leadership, and that bureaucratic beast is one stupid and slow-moving MoFo.
For Bush, it took about five days to realize Katrina required a single on-scene commander with positive control of all assets and the power to blow through red tape, sort out the niceties later, then shit started actually getting done. With Bambi, we're two months into it and the dumbshit doesn't even realize his turf-sensitive bureaucrats are actually making things worse.
This kind of thing is exactly why FEMA was set up, with the power to task every other Federal agency to support a unified effort, but Bambi seems to have re-aligned it into irrelevance under another agency with its own, different program.

The whole thing is to allow as much damage as possible so they can pass cap-n-trade so we can see what's in it.
