Bill Clinton has advised Obama to get tough on the rats. He has suggested using cruise missiles to hit them where it hurts, in their home ratholes. He has assured Obama that this action will not only solve the rat problem but also draw attention away the oil well disaster.  It is thought that 20 conventional armed missiles should do the job.....nukes weren't considered due to radioactive botox being highly toxic.
